ICE Releases Affecting Murray County
ICE detention is a federal civil custody system. It is separate from Murray County Jail, Lyon County Jail, Minnesota DOC prisons, and the Federal Bureau of Prisons. Research did not find an ICE detention contract facility in Murray County. That narrow absence finding does not rule out an immigration detainer, a pickup after a local booking, or detention at an ICE facility outside the county.
A county record can use language such as released to ICE or transferred to ICE. That means county physical custody ended and another authority received the person. It does not mean release to the Murray County community. The destination field, transfer time, and receiving agency are the key local facts. The next check belongs in the ICE system.
ICE's Online Detainee Locator System, often shortened to ODLS, is built for current detention searches. It is not a permanent historical archive of every immigration custody event. A person who was released, transferred very recently, entered under different identifying information, or falls within system limits may not appear. Preserve the local transfer record even when ODLS returns nothing.
Search ICE Detention Records
Open the official ICE detainee locator. The stronger search uses the person's A-number, which is the immigration registration number, plus country of birth. A biographical search uses identity details. Exact spelling matters, and names can be recorded in a different order or form. Compare the result to the known county booking before drawing a conclusion.
- Choose the A-number search when the number is known and enter the required country of birth.
- Otherwise select biographical search and enter the identity details requested by ODLS.
- Check name order, spelling, aliases, and birth information against the county or court record.
- Read the displayed custody and location language exactly as ICE provides it.
- Save the date and time of the search because custody data can change.
- If no result appears after a documented transfer, contact the responsible ICE Enforcement and Removal Operations office with the A-number and transfer date.
Children and very recent transfers can face special locator limits. A no-result should lead to identity review and agency follow-up, not a statement that ICE never held the person. The sending jail may be able to identify the receiving office or transport authority in its existing record.
Interpret ICE Release Findings
ODLS answers a present custody question within its published scope. It does not explain the full Murray criminal case, state sentence, or federal criminal custody. If ICE lists a detention location, that supports current civil detention at the time shown. If the person is absent, several explanations remain possible, including data lag, identity mismatch, a recent movement, release, removal, transfer, or a record outside the public locator's scope.
| Finding | What it supports | What to check next |
|---|---|---|
| ICE location returned | ICE reports the person in current detention within ODLS scope. | Use the displayed facility and ERO route for current information. |
| No ODLS result | No matching public current record was found with those inputs. | Verify identity, A-number, transfer date, and responsible ERO office. |
| County record says “to ICE” | The county reports transfer from local custody to immigration authority. | Confirm acceptance and later status through ICE. |
| ICE no longer lists person | The present public search does not show detention. | Seek an official explanation before calling it community release. |
A local release order and an immigration pickup can happen close together. The court record can explain why the county no longer had authority to hold the person, while the jail transfer record identifies who took custody. ODLS or ERO then addresses the later immigration segment. No one record answers all three questions.
Murray Transfers Before ICE Custody
Cross-county boarding is the distinctive Murray County custody issue. A Murray County board packet documents recurring Lyon County Jail boarding. A person can therefore move from Murray to Lyon before any later federal or immigration event. Search both local custody segments when the physical holding jail is uncertain.
If Murray closed its booking, ask whether the destination was Lyon, another county, DOC, USMS, ICE, or the community. If Lyon held the person, ask Lyon the same question about its final event. An ICE search should begin only after the local record supports an immigration handoff or other facts point to ICE. This sequence prevents a roster disappearance from being mislabeled.
The Murray jail-administration description identifies admission/release, jail-register, discharge, property, and transfer-related work. Those are useful request terms. Ask for the release date and time, authority, disposition, transport entry, and receiving agency as they already exist. Do not ask staff to create a new report.
Note: Follow each transfer until a record identifies release to the community or another clearly stated final custody event.
ICE Release Sources and Contacts
No verified ICE facility address or phone in Murray County appears in the research, so none should be supplied. Use the nationwide locator first. When a documented county handoff produces no current result, the appropriate contact is the ICE Enforcement and Removal Operations office responsible for the detention or transfer. Provide the A-number, country of birth, full name, and transfer date when lawfully available.

ICE also operates a victim notification program called VOICE. The official ICE VOICE page explains that distinct service. It should not be substituted for ODLS when the goal is a current detainee search. Use each program for its stated function.
Request ICE Transfer Records
The county side of the event is often the clearest starting proof. Follow the Murray County Sheriff's public-data procedure and identify the person, approximate booking date, and court or incident number when available. Ask for existing public admission, release, discharge, transfer, and destination data. If the record states ICE, request the handoff time and receiving agency without seeking unrelated private information.
- Identify the last physical jail, which may be Murray County Jail or Lyon County Jail.
- Request the maintained exit event and ask whether it was community release or transfer.
- Record the destination, transport authority, date, and time exactly as supplied.
- Use the A-number and country of birth in ODLS when those identifiers are available.
- If ODLS is silent, give the responsible ERO office the transfer facts and request status clarification.
- Preserve each response and timestamp rather than merging different agency conclusions.
Minnesota Chapter 13 does not require the sheriff to create data or arrange it in a form the office does not maintain. Inspection of public data is generally the least-cost route. Copies may have permitted costs, and no Murray-specific fixed response time was found. Ask for an estimate before ordering copies.
ICE Versus Other Release Systems
ICE ODLS should not be mixed with the BOP locator. ICE handles civil immigration detention. BOP covers federal criminal imprisonment within its scope. Minnesota DOC handles state prison sentences and supervised release. Minnesota VINE reports county-jail custody changes. MCRO explains Murray County court events but does not monitor physical custody.
| Custody type | Official first route | Key limit |
|---|---|---|
| ICE civil detention | ICE ODLS | Current locator, not a complete history |
| Federal prison sentence | BOP Inmate Locator | Does not cover every pretrial or non-BOP setting |
| Minnesota prison sentence | DOC Public Viewer | Limited to people still under DOC jurisdiction |
| Murray or Lyon jail | Physical jail record and VINE | Roster absence does not prove release |
| Murray court outcome | MCRO and Court Administration | An order is not proof of completed physical exit |
The Murray County released inmate search path helps identify the custody type before the ODLS step. The most reliable finding states what each source showed and when, rather than treating a single no-result as universal.
Confirm ICE Release Outcomes
Keep three conclusions separate. “Not currently shown in Murray County Jail” addresses one local roster. “Transferred to ICE” records continued custody under another authority. “Confirmed released to the community” requires an official event that actually says so. These phrases cannot be swapped merely because the person is absent from ODLS.
Compare the local transfer record with the Murray County District Court case when the criminal disposition matters. The court can show bond, dismissal, sentence, warrants, or other orders. It cannot by itself prove the exact time the jail completed a transfer or release. ICE supplies the later civil-custody status within its own limits.
If records conflict, document the search time, identifiers, exact status, agency timestamp, and next source checked. Ask the agency that maintains the active custody record to explain the discrepancy. Do not average dates or choose the result that appears most recent without understanding its scope.
